How could this happen?

It could have happened because she presented as somebody other than the person in whose name her passport and citizenship papers were held. When you know the name it's easy to find it. But if you don't have it at the time, it's very difficult.

At first she didn't recognise her sister, but finally the Australian woman wrongfully deported to the Philippines four years ago began to realise her lost years were over.
